New Hope is a non-profit organization serving those affected by domestic and sexual violence, providing programs such as crisis intervention, violence prevention, life transition, and self-sufficiency opportunities, while promoting behavioral and systemic changes to reduce violence at the individual and community levels.

New Hope has decided to replace two existing shelters they own with a new 14-room domestic violence shelter, and has engaged CIL to act as their development agent during the planning and construction phases. The new shelter is designed to meet the needs of today’s survivors based on a number of factors including the need for greater privacy, impact of COVID-19, increased length of stay in shelter, ADA accessibility, and increased numbers of persons seeking shelter.

New Hope's Story

At the time New Hope partnered with CIL, a site was already acquired, design had begun, and the selection of a contractor was well underway. CIL jumped in ready to go, and reviewed all work done to-date in order to determine next step recommendations for New Hope and took over day-to-day management of the project. CIL then assisted with the application process for CEDAC/DHCD funding, including overseeing any additional due diligence work and or site/architectural redesign.

Once the project receives funding, CIL will advise and represent New Hope through each of the remaining phases of the project including bidding, construction, and move-in. CIL will manage the project scope and budget by reviewing and responding to RFIs, change orders, and submittals in consultation with New Hope; managing change orders in order to keep the project on schedule; ensuring proper project records are kept by the general contractor and architect; and providing weekly written updates on the overall project. Additionally, CIL will coordinate with utility companies to set up appropriate services; coordinate delivery and installation of furniture, fixtures, and equipment; coordinate punch list and issuance of Certificate of Substantial Completion; and coordinate project closeout documentation, including warranties, as-builts, bonds, and government approvals. Total construction should take about 12-15 months to complete.
